Рэтраспектыўны погляд на беларускую сістэму абароны ад надзвычайных сітуацый: генезіс і эвалюцыя

Abstract

У артыкуле даследаваны гістарычны перыяд фармавання і развіцця сістэмы абароны насельніцтва і тэрыторыі ад надзвычайных сітуацый у Рэспубліцы Беларусь, які ахоплівае апошнія гады Савецкага і цяперашняга часу, калі наша краіна набыла статус незалежнай дзяржавы. Увага пераважна акцэнтавана на эвалюцыі нарматыўнага прававога поля ў галіне забеспячэння прыроднай і тэхнагеннай бяспекі, а таксама дадзена ацэнка арганізацыйнаму пераўтварэнню рэспубліканскага органа дзяржаўнага кіравання ў сферы абароны ад надзвычайных сітуацый і грамадзянкай абароны, дасягнутым вынікам.

In this article the historical period of forming and development of the population and territory protection system against emergency in the Republic of Belarus which covers the last periods of Soviet and present time when our country has acquired the status of the independent state is researched. The attention is mainly focused on the evolution of the standard legal framework in the sphere of ensuring natural and technogenic safety, as well as the assessment is given to organizational transformation of republican state authority in the sphere of protection against emergency and civil defense, to the achieved results.
