Abstract: Since 1978, almost the level of productivity of a drained land is not different from the level of productivity of rain-fed land. However, the payback period of capital investment in dry land and rainfed become dramatically different. So, equipment and technology, directed to an intensification of production on rainfed pay off in 6-12 years, and the return on investments in land improvement increased from 13 years in 1978 to 21 years in 1985 to 30-40 years in 2000. Thus, instead of reconstruction of reclamation systems, providing a sufficiently high level of yield (higher than from rainfed land) and return on capital investment in the statutory period, the construction of new systems that provide a high level of productivity, but the totality of reclamation activities are not already providing return on capital investments. Environmental assessment becomes necessary in support of any action related to the environmental, ecological safety. Modern environmental problems, regardless of the level at which they occur, require concerted action by all countries. However, now in the region is necessary to reduce the environmental load, depending on the particular environmental problems.
