Abstract: В статье исследуются факторы и диспропорции, ухудшающие состояние финансового рынка, банковской системы и экономики Беларуси в условиях кризиса 2008-2010 годов. На основании исследования причин негативных тенденций в экономике страны представлены рекомендации по системному реформированию банковской системы и нефинансового сектора экономики. Автор предлагает ликвидировать сложившуюся практику нерыночного финансирования Национальным банком дефицита государственного бюджета через системообразующие банки и создать условия для формирования конкурентного открытого рынка государственных ценных бумаг. Обосновывается ключевое значение осуществления мероприятий по реструктуризации задолженности предприятия перед банковской системой. Определены источники финансирования программы стабилизации экономики.
Description: This article investigates the factors and imbalances, deteriorating conditions of the financial market, banking system and the economy of Belarus during the crisis years of 2008-2010. Based on the research of the causes of negative trends in the national economy, the recommendations are given for reforming the banking system and the financial sector. The author proposes to eliminate the current complicated practice of non-market financing of the budget deficit by the National Bank through the core bank and to create conditions for a competitive open market for government securities. The urgent importance is the implementation of the events in restructuring of debts of the enterprises to the banking system. The sources of financing economic stabilization programs are identified in the article.
