Abstract: Опираясь на сравнительные методы, автор рассматривает процессы формирования института государства Беларуси и Финляндии в XIX — начале XX вв. Выделены механизмы формирования государственности малых наций. Определена инкубационная природа российского государства.
Description: Relying on the comparative methods, the author analyzes the process of Belarus and Finland state institution foundation in the XIX — early XX centuries. The institutional mechanisms of this process are selected and clearly defined. The evolution nature of the Russian state is defined.
