| Abstract: | Статья посвящена проблематике рассмотрения вопросов использования потенциала подсистемы институциональной системно-средовой организации обеспечения образовательного процесса в Республике Беларусь – образовательного сегмента Республиканской информационно-образовательной среды. Определяемое проблемное поле научного поиска актуализируется направленностью мероприятий государственных программ в области цифровой трансформации образования. Детерминантами выступают правовая обеспеченность процессов интеграции в образовательную сферу информационно-коммуникационных технологий, а также тенденции расширения практики их использования в организации и осуществлении обучения на различных системных уровнях в условиях развития непрерывного образования. Автором рассматриваются основные феноменологические характеристики образовательного сегмента Республиканской информационно-образовательной среды в аспекте понимания качественных изменений информационно-коммуникационного пространства и цифровой трансформации образования. В рамках проблемной направленности исследования акцентируется внимание на понимании технико-технологического и дидактического потенциала компонентов среды. Важным аспектом исследования является определение теоретико- методологической основы его эффективного использования через учет организационно-педагогических условий практического применения компонентов образовательного сегмента, а следовательно, и полноценной функциональной реализации совокупных возможностей среды. Осуществленные автором теоретические обобщения являются базовыми основаниями в понимании актуальности и перспективности системных исследований процессов цифровой трансформации образования в сфере развития непрерывного образования как в Республике Беларусь, так и на постсоветском пространстве. |
| Description: | The article is devoted to the issues of considering the use of the potential of the subsystem of the institutional system-environment organization for ensuring the educational process in the Republic of Belarus - the educational segment of the Republican information and educational environment. The identified problematic field of scientific search is updated by the focus of state programs in the field of digital transformation of education. The determinants are the legal security of the processes of integration into the educational sphere of information and communication technologies, as well as the tendency to expand the practice of their use in the organization and implementation of training at various systemic levels in the context of the development of continuing education. The author considers the main phenomenological characteristics of the educational segment of the republican information and educational environment in terms of unde rstanding the qualitative changes in the information and communication space and the digital transformation of education. As part of the problematic focus of the study, attention is focused on understanding the technical, technological and didactic potential of environmental components. An important aspect of the study is to determine the theoretical and methodological basis for its effective use through taking into account the organizational and pedagogical conditions for the practical application of the components of the educational segment, and, therefore, the full functional implementation of the combined capabilities of the environment. The theoretical generalizations carried out by the author are basic grounds in understanding the relevance and perspective of systemic studies of the processes of digital transformation of education in the development of continuing education both in the Republic of Belarus and in the post-Soviet space. |
