Abstract: В статье раскрываются отдельные аспекты институционального устройства белорусской экономики. Сквозь призму результатов исследования по анализу финансовой грамотности граждан Беларуси автор приходит в том числе к выводу о высоком запросе белорусов на патернализм. В этой связи актуализируются высокие стандарты к кадровому составу сотрудников государственного аппарата, к их моральному и профессиональному уровню. Для смягчения институтов Х-матрицы предлагается использовать инструменты поведенческой экономики, либертарианского патернализма, политики подталкивания, повышать уровень доверия в обществе и экономике.
Description: The article describes some aspects of the institutional structure of the Belarusian economy. Through the prism of the results of the research on the analysis of financial literacy of Belarusian citizens, the author comes to the conclusion about the high demand of Belarusians for paternalism. In this regard, high standards for the staff of the state apparatus, their moral and professional level are actualized. To moderate the institutions of the X-matrix it is suggested to use the tools of behavioral economics, libertarian paternalism, nudge policy, and increase the level of trust in society and in the economy.
