dc.descriptionThe article is devoted to the development of an adaptive system for assessing the intellectual capital of universities, aimed at taking into account regional peculiarities, differences in the resource base and the level of development of innovation infrastructure. The paper shows how the integration of education, science and entrepreneurship transforms the approaches to intellectual capital assessment using the example of Polessky State University, which has created a biotechnology cluster and technopark. Despite the growth of extra-budgetary funding and commercialization of projects, Belarusian HEIs face systemic challenges: reduction of scientific personnel, insufficient funding for R&D, as well as regional imbalances that increase the outflow of personnel and applicants to the capital. The SWOT analysis of PolesSU revealed strengths, such as a developed innovation ecosystem, and threats, including competition with metropolitan universities and risks of infrastructure obsolescence. To address these problems, a flexible system of intellectual capital assessment is proposed, combining four groups of indicators: intellectual environment, innovation infrastructure, academic potential and international cooperation. The methodology is adapted for universities with different levels of innovation infrastructure development. The integral indicator is calculated taking into account the reference values, which ensures the objectivity of comparison. The author emphasizes the need for state support measures for regional universities. The implementation of the proposed assessment system can become a basis for reducing regional imbalances and strengthening the innovation potential of higher education in Belarus.ru
dc.description.abstractСтатья посвящена разработке адаптивной системы оценки интеллектуального капитала университетов, направленной на учет региональных особенностей, различий в ресурсной базе и уровне развития инновационной инфраструктуры. На примере Полесского государственного университета, создавшего биотехнологический кластер и технопарк, показано, как интеграция образования, науки и предпринимательства трансформирует подходы к оценке интеллектуального капитала. Несмотря на рост внебюджетного финансирования и коммерциализацию проектов, белорусские вузы сталкиваются с системными вызовами: сокращением научных кадров, недостаточным финансированием НИОКР, а также региональными дисбалансами, усиливающими отток кадров и абитуриентов в столицу. SWOT-анализ ПолесГУ выявил сильные стороны, такие как развитая инновационная экосистема, и угрозы, включая конкуренцию со столичными вузами и риски устаревания инфраструктуры. Для решения этих проблем предложена гибкая система оценки интеллектуального капитала, объединяющая четыре группы показателей: интеллектуальная среда, инновационная инфраструктура, академический потенциал и международное сотрудничество. Методика адаптирована для вузов с различным уровнем развития инновационной инфраструктуры. Интегральный показатель рассчитывается с учетом эталонных значений, что обеспечивает объективность сравнения. Автор подчеркивает необходимость государственных мер поддержки региональных университетов. Внедрение предложенной системы оценки может стать основой для снижения региональных дисбалансов и укрепления инновационного потенциала высшего образования в Беларуси.ru
